## What is the purpose of the change
This pull request removes split assignment tracker from source coordinator's
state, because the mapping of subtask lD to split assignment might change after
job rescaling.
## Brief change log
- Skip writing split assignment tracker into coordinator' state when taking
snapshot
- Skip restoring split assignment tracker from state then restoring from
snapshot
- Modify test of ```SourceCoordinatorContext``` and
```SplitAssignmentTracker``` to fit the new coordinator state
## Verifying this change
This change modifies some test that already exists, such as
```testSnapshotAndRestore()``` in ```SourceCoordinatorContextTest```, and
```testRestore()``` in ```SplitAssignmentTrackerTest```
