Sorry to ask this again, but because this is a major blocker for the 1.13
release now:
- what is missing in this PR to merge it?
- are the bugs, broken designs, unmaintainable designs, tech debt that
will hurt us in the future?
- I see there are missing JavaDocs and I will add those asap, but beyond
that, what is missing?
