## What is the purpose of the change
Currently, there is still a lot of Java serialization and unresolved TODOs
in serializers. This PR hardens the serialization of `RexNode` and esp.
function calls. It supports all kinds of functions and modules.
- Anonymous functions are serialized on a best-effort basis.
- Temporary functions are never serialized.
- Permanent functions are versioned (for built-in functions) and serialized
if possible.
## Brief change log
- Adhere to FLIP-190
- Remove Java serialization
- Support function versioning
- Support temporary and module functions

This change added tests and can be verified as follows: `RexNodeSerdeTest`
