I think the standalone implementation and the new interfaces / tests etc specific to that should be in a different maven module (`flink-autoscaler-standalone`). That way we wouldn't pollute the core implementation with unnecessary interfaces such as the job list etc. If we are not sure about the stability we could even put this under the examples for now but that may be an overkill.
