This is a backport PR to 2.0 for #26063
## What is the purpose of the change
There lacks a hook to notify a new key is selected in async state operators.
Thus the Datastream V2 keyed operators cannot work properly. This PR provides a
`newKeySelected` and ensures this is properly implemented in Datastream V2
operators.
## Brief change log
- Add `newKeySelected` in both `AbstractAsyncStateStreamOperator` and
`AbstractAsyncStateStreamOperatorV2`
- Implement `newKeySelected` in Datastream V2 operators.
- Change related operator tests.
