## What is the purpose of the change
Some OpenTelemetry classes are missing when trying to use OpenTelemetry as
metrics/trace reporter. From what I've seen in other metrics plugins, these
classes are shaded using this same plugin configuration.
## Brief change log
- Add `maven-shade-plugin` step to metrics-otel package to shade the
required dependencies.
## Verifying this change
- I have verified it manually by patching the `metrics-otel` jar file on the
released 2.0 Flink image, with these 3 added rules, trace/metrics collection
worked as expected.
