FTR... @author tags do not imply control or ownership, IMO.  Responsibility != 
ownership and responsibility does not imply that only those individuals 
identified in @author tags are solely "responsible" for the code.  The problem 
with source control systems (SVN, Git, etc) is they come and go.  In addition, 
user accounts for those systems are not necessarily universal or transferable.

Anyway, I have voiced my opinion on this matter and I am fine following 
whatever process Apache feels is appropriate.
