If it's legally possible for us to provide pre-built guacenc binaries, then 
{{guacamole/guacenc}} would be the only option. It is bad practice to bundle 
multiple services within a single image. The legal question of whether we can 
actually distribute binaries that encode video using FFMpeg is the main thing 
that needs to be addressed.
