I believe the primary concern would be the potentially-patented algorithms. The 
shouldn't be an issue with the software using libraries under LGPL/GPL, as 
guacenc is an optional feature of the project: 
https://www.apache.org/legal/resolved.html#optional

There is a generic legal discussion channel available for ASF projects. I'll 
reach out and see if we can get some specific guidance.
