If I were to guess, I would say the slashes in the base64 string were being
interpreted by the terminal and would need to be bash-escaped first. For
testing, why don't you just paste the data here https://www.urlencoder.org/
and then paste the result into the web browser. I also have the encryption
and escaping implemented in php if that would be helpful
