The v10 patch covers the initial implementations for HBASE-2697, HBASE-2698,
still missing the actual thread and execution for HBASE-2699 but it's there,
HBASE-2700 (largely untested), and part of HBASE-2701 (done on server-side,
need to finish client-side, big fixes are putting CatalogTracker in client and
moving flush/split/compact into handlers)
