Thinking about it a bit more, the lost(offlined) regions should be got back
when the master is restarted. So whenever the CM restarts the master we should
get those lost regions back since they would have entries in the meta. The data
loss is not permanent in that sense but there are windows of time when the data
is not accessible. This may or may not lead to the dataloss issue that
[~eclark] is seeing. My test with the slowDeterministic is still running. Let's
see how that goes.
