Agree should be consistent.

If you do scan 'foo', "f1", what happens?

So 0.94 did the right thing [~ndimiduk] (according to your example above) and 
trunk/0.96 does different?  Or your example is w/ the patch in place?  This 
patch fixes trunk and 0.96?

Release note says "The behavior of retrieving values of all the qualifiers of a 
column family has been changed."  Was change in 0.96/trunk?
