Even in the case for 3000 regions or more, if the region boundaries are
uniform, we should see all regions getting equal distribution. Maybe the some
of the region boundaries were tiny or even a single row? Can you please check
that.
With the approach in the patch, if the region splits further, one of the
daughter regions won't be getting any updates.
