Did you do assignment with ZK, or without?
bq. Ideally, processRegionsInTransition () have gone further and handle the
RS_ZK_REGION_OPENED by updating the region state to OPEN in META/memory and
removing that znode.
Doesn't have to. Since the region is already in transition per region states,
we don't need to do more here.
