Oh..ok. I thought the region state should change from PENDING_OPEN to OPEN as 
the region is actually online. 
Btw, I created this situation by killing the master during the time it was 
getting notifications from zk about RS_ZK_REGION_OPENED. Hence I had few 
regions under region-in-transition znode for whom the master couldn't get 
notification but were actually online. Now on restarting the master, I expected 
the state to change from PENDING_OPEN to OPEN as the regions are already online.
