Keep in mind the impact of our [invariant on zookeeper 
state|http://hbase.apache.org/book.html#design.invariants.zk.data] being 
transient.

Presuming we'd want to persist this information across zookeeper wipes, where 
could we persist this? Is the dataset small enough that a special file in HDFS 
works? Should this be stored in a special table? Can we add it to META?
