I am planning to have the information stored in meta table. I am looking into 
the metatableaccessor and other relevant classes.
Probably the rowkey value will be combination of [ [prefix-partial-key] 
[allow/deny] [hostname]], and there will be no value for this rowkey. I will 
scan the included and excluded hosts information from this information. Let me 
find out whether it will work.
