bq. instead of having just an "allowedRS" table that stores just "booleans" why
not generalize it a bit as "rsSettings" or similar, that can be used in the
future to tune rs settings.. like how many regions can stay on that RS or
similar
Good idea, maybe generalize to "region_servers" instead of just settings? Maybe
then we could use it to build aggregate metrics for HBASE-11519?
