We want to pick out a subset of rowkey prefixes. In our case the row key is 
user_id|event_id and we want to retrieve all the events for a subset of users. 
I don't believe that's possible with FuzzyRowFilter. Phoenix's SkipScanFilter 
does what we want and is blazingly fast, but requires defining Phoenix metadata 
for the tables and we really want something that works with thrift/rest for our 
non-java applications.
