In 0.98, Admin is HBaseAdmin, and is a class not an interface. It would be ok
from a compatibility standpoint to add the two new methods to it. Unfortunately
HConnection is an interface marked Public Stable, to this cannot be changed. It
would be fine to add the new methods to the HConnection implementation in
HConnectionManager and call them with the necessary casting.
