+1 on v5 patch.  As we discussed, I think this should work for the Tephra case, 
subject to some Tephra changes on compaction handling -- we'd need to fail the 
compaction if we do not have an up-to-date copy of the transaction state in 
order to purge data from invalid transactions.  Then we should be able to clear 
invalid transaction older than: oldest compaction timestamp for all 
transactional tables - transaction state loading delay - transaction timeout.
