Am +1 for removing the APIs in Store and Region. I don't think some one would
have been using it, given the impl of GetClosestRow and how it handles cells in
special way. It was for reading META cells basically.
Also as we no longer have the getRowOrBefore() in Table interface, the
corresponding region CP hook can be removed. +1 for all these for 2.0
