I'm trying to refresh my brain as to whether HBASE-13480 is just a wholly
better goal than what HBASE-13351 was trying to do or if it was just something
else I noticed during the process. If memory serves, the same problem you
observed here was possible before HBASE-13351 too. I hold no stake in a revert
or not, but I'd be afraid the deadlock is still there post-revert. :)
