Good catch. Agreed that this is probably due to HBASE-13480 if it it meta
colocation with master.
bq. I hold no stake in a revert or not, but I'd be afraid the deadlock is
still there post-revert
if reportRegionStateTransition() uses a normal priority handler, and that
handler does a meta request which uses a priority handler, it may work. But it
seems fragile. HBASE-13480 seems to be the proper fix.
