do you have the master logs of the cluster that is able to run?  
you can try to grep for ProcedureWAL to see if it says something useful. 
I expect to see stuff like "No active entry found in state log XYZ.  removing 
it"
or maybe some exception, it is strange that all the wals are still there. 
if you can send me the full set of state files I can try to see if there is 
something that keeps the logs hanging
