Yeah we can't use read uncommitted at all. Has to be a normal read. Which means
that we have to be sure that there are no other transactions in flight. To do
that there are two possible ways.
# Hold the row lock longer on all transactions
# Wait for mvcc to catch up to any transactions in flight for the row
