Seems the findbugs and javadoc error is for the whole hbase project? [~busbey]
And for this patch, it is needed by major compaction no matter how HBASE-15400
will be implemented, right? So I prefer we finish this issue first, and if we
still need to modify the {{DateTieredCompactor}}, just modify it in the patch
of HBASE-15400.
