bq.Is there a substantial advantage to moving the methods to ProtobufUtil
instead of just marking the methods IA.Private?
Other than the fact that this IA.private resides in an IA.public class and also
an API which is of not much of a use I don find anyother problem with that. But
I would say it is always better to move such APIs which could have been
internal only to PBUtils.
