was this asf-site in the main git repo for the project, or in the hbase-site 
repo? If you pushed it in the hbase-site repo, then that was the correct thing 
to do.

The jenkins job just automates taking the normal site build in the main repo 
and getting the needed patch together for the hbase-site repo. The instructions 
it emails out are for applying and pushing that patch. It also has you push an 
empty commit to work around a problem with gitpubsub tracked in INFRA-10751, 
which might be the issue you hit?
