we are in the process of getting a jenkins job that can automate publishing the
website based on just source checkins to the main repo. this is currently
blocked on infra setting up appropriate credentials for pushing to the
hbase-site repo (INFRA-10722).
when that's in place, the fall back plan in the case of a jenkins outage will
be committers manually pushing things, basically as they do now (presuming docs
get fixed to reflect the steps taken by the jenkins job that builds + makes
patches).
