-010 fixes unit tests by making it possible for MOB to obtain lock remotely
(MOB will fail to get lock if Master is down). Had to change
TestMobStoreCompaction#testMajorCompactionAfterDelete assert counts because
runs with compaction.getRequest().forceRetainDeleteMarkers() if there is no
regionServerServices available to get lock from.
