[~stack], just realize that
{{hbase-server/src/test/java/org/apache/hadoop/hbase/master/procedure/TestMergeTableRegionsProcedure.java}}
was deleted from this ticket. I think it is a a mistake, as this file should
not have anything to do with the LockProcedure. Thanks for [~tedyu] to notice
this.
We should put an addendum to un-delete the file.
