[~stack], thanks. Just to clarify, the MergeTableRegionsProcedure is the
redone of the 1.x of DispatchMergingRegionHandler or earlier implementation of
DispatchMergingRegionProcedure to prepare for the new AM.
At the time of implementation, the AM code was not available, maybe we need to
do some minor adjustment in the procedure code when new AM is available; but
the majority of the logic should stay and I expect the test code not change
much, too.
