I think it would be better if we could merge this patch and
{{./bin/replication/copy_tables_desc.rb}} into a single tool but that can be
handled in a different JIRA.
[~openinx], could you also add better exception handling and verify that the
user that is running this command has permissions to run
{{AccessControlClient.getUserPermissions}}?. Thanks!
