The patch itself looks good. The concern is that we try to consolidate into
the shell because standalone rb scripts can become out-of-sync and stale
quickly and no test coverage. Also there is substantial overlap in
functionality with user_permission.
I am going to be neutral on this one. It's ok if people find it useful with
this rb tool.
