+1 [~jinghe]'s comments. I'm also on the fence with the overlap part with 
user_permission. I'd rather have a tool that can completely replicate a table 
schema including ACLs with a focus similar to mysqldump than overloading the 
hbase shell. A possible solution for that would be to modify the existing hbase 
shell to have an non-interactive/non-format mode (similar to pgsql) and 
integrate the same functionality to the hbase shell. Either way I'm fine with 
that.
