bq. Client has no idea what config cluster is running on (if backup is enabled 
correctly or not).
bq. stack We used to have handle this much better, but requirement to move 
everything out from server module (separate module for backup) does not allow 
us to decorate master/RS config on start up, for example.

You own the communication. Throw a distinct exception type or some such.

You cannot have the user or the operator blundering around trying to figure 
what cryptic config is needed and that they need to restart (Where is the doc 
on this? Needs to be release noted at minimum).

Its -1 on this feature if this is how you intend to treat the user. Can be 
fixed in a follow-on given how long this thing has gone on but revert if not 
done by 2.0; ditto on clear docs and a clear description on what ships in 2.0.
