I'm +1 on remove the logic

Let me help linking the related issues.

The problem should be gone after we write a compaction marker before doing the 
final deletion of HFiles and also replay the compaction marker when failover. 
AFAIK this is the only possible(no harm) way to produce FNFE with no data loss.
