Took a little bit longer than expected to untangle the ThrottleSettings, but I
think I have the general concept working again.
Need to make sure all of the existing tests still pass and add a few new ones
for the new functionality. I'm hoping to finish this up before EOD Friday (but
we'll see how that actually goes).
