bq.{@link PrivateCellUtil#MAX_TAGS_LENGTH} define, in PCU and not in Tag?
This is the length of all tags. So Tag may be not the apt place. If we have
moved methods for extracting tag(s) from a Cell within ExtendedCell, ya we can
see whether we can keep it in ExtendedCell.
bq.Can TagType be a subclass of Tag?
I dont think TagType is-a tag. This is just a constants class for keeping the
system tags types.
