I agree.
But it is late in the game. So, we ok allowing that getting Tags from Cell is a
little messy in hbase2? That said, we want Tags integral to Cell, not apart as
they have been, so getting Tags from Cell/ExtendedCell is where we want to be;
its just not clean in hbase2. I think we can live w/ that (needs good doc).
