How about name it to createConnection(conf)? This will be clear for user to
know this method will create a new connection and the user should maintain it
by themselves.
I left a "TODO: Use Table.put(Put) instead." in AccessControlLists when work
for HBASE-18500. This can be fixed if we use the new created connection to get
ACL Table.
