Thanks for the quick look, @Zhihong. If you don't have any major concerns, I
will go ahead and provide a full patch for review with tests for both the
master and region server implementations. If you do see something which strikes
you, I would like to get a better understanding about your concerns before I
start making changes for the region server. Please let me know accordingly.
