backporting to branch-1.2 is conflicted because branch-1.2 doesn't include
HBASE-17887 (because that branch didn't have the bug it was fixing).
without a quantified perf benefit I'd rather leave this out of 1.2.z releases,
unless someone particularly wants to do the work.
