I typed my comment yesterday but i think it got lost due to some reasons.
In HBASE-6438 we tried to handle the scenario where the region that is slow in
processing could transition the node to OPENING and handleREgion could update
the memory state to OPENING just after the assign retry as changed the state to
OFFLINE. This where we tried to handle HBASE-6438 with some special handling.
Rajesh has commented what i missed out yesterday.
