This is a bit orthogonal, but we need a nounce-like mechanism for client -> 
master RPC's as well. Currently most of the master operations are semi-async, 
meaning that they initiate a task (disable table), but have no way of asking 
the master later, about the status of the request. This is different than using 
RPC callId, because the RPC call itself finishes, but not the side effect of 
the operation.
