e.g. if by seqnum you have F0..3 with sizes 18,40,10,10, and ratio 1.0, you 
shouldn't compact 18,10,10 into F4, as it will get max seqnum from F3, and if 
F1 has K1 and F0 had exact same K1, the read preference of K1s will change 
(correct me if I'm wrong...)
