I like the idea. The coding is clean.
Actually, I'm not a big fan of the cache timeout. I think we have an history to
not trust the assignment, and it burnt us in the past (double assignment caused
by the time out manager for example). In this specific patch it's less risky,
and it won't break the system, but I think we should trust the region server.
It says it's opening the region, then we wait for it. If the region server is
buggy, we should fix the root issue (we're risking data corruption here), and
if it is just slow, there may be a root cause for that, and not adding any
workload to meta seems better in this situation.
