I'm only in favor of option 2.
Option one is just a workaround that you should always keep in mind when you
change something.
If to load the table you must have that file... it means that the file should
be in the snapshot.
so, why is not there? can we add it as FixReferences() step during the snapshot?
should we mark the snapshot as corrupted in the master verifier if the parent
is missing?
HBASE-7987 will probably clean up a bit the load snapshot situation, and
Reference Files tracking...
but it doesn't solve this problem where the file is not included in the
snapshot. NOTE that if you implement a strict snapshot verifier this snapshot
should be considered corrupted.
